Here's how I see it.
Thank *** is a shortened form of the archaic-sounding I thank ***.
You don't say it directly to ***. You say it to another person, or even sometimes to yourself.
You are telling people that you are thanking ***.

Thanks, *** is something you would say directly to ***. You would not say it to another person..
