Than vs compared to

I'm pretty sure that

"The number of road accidents involving card registered a higher percentage increase than road accidents involving trucks"

Than should be replaced with "compared to"

How do I explain why than can't be used in this setence?

The following are correct:

"... a higher percentage increase than ..."

"... a high percentage increase compared to/with ..."
