Than I'm not sure this is a comparative

Is this a natural and grammatical sentence?
Is it the same fee if your luggage is overweight by 5 pounds than by 30? Does the fee progressively more expensive the heavier it gets?

The second sentence uses a structure the more expensive, the heavier gets
That's like
It gets juicier the more you leave it on the stove.
Isn't that wrong?
Should it read
The more you leaving on, the juicier it gets.
