Than I have ever seen

1-That is a bigger dog than I have ever seen.
2-That dog is bigger than I have ever seen.

In which case:
a-I have never seen a dog as big as that.
and in which:
b-I have never seen that dog be that big. That dog is bigger than I have ever seen it to be.
