The health ministry says 2.8 times as many schools and classes were closed due to the new influenza last week than the week before.

Can I replace 'than' with 'as'

As many ... than is wrong. As many ... as would be correct but 2.8 times seems to require something other than as. I would change the sentence:
The Health Ministry says 2.8 times more schools and classes were closed due to the new influenza than the week before.
