could be quite certain:
could = modal auxiliary
be = lexical verb
quite = adverb
certain = adjective (subject complement)
You get it incorrect with "adjectives" and "adjective phrases."
An adjective is a noun modifier. However, other lexical units can also be noun modifiers.
