Teva is up on the news.....

Please consider the following sentence:

Teva is up on the news that billionaire investor Leonard Blavatnik is considering a $3B investment.

My question is this:

Why is it "Teva is up on the news" and not just "Teva is on the news"? Don't you find the use of "up" redundant?
