Terms of Reference

Hello,

In technical documentation, mostly in RFP (Requests for Proposal), there is a chapter, or an entire document, called “Terms of Reference”, where the author provides technical details of whatever he wants to purchase.

“Terms of reference” It is a single chapter, or a single document; however It confuses me his title in plural. So, when I name It, should I use the singular or plural form?

Is
“... as stated in this Terms of Reference ...” the correct form, or should I say
“... as stated in these Terms of Reference ...”? instead
