I wanted to ask that if i've used right words and terms.

1. Is the term "energy producing departments" a right term to reffer the departments that work in the area of producing water and electricity for people?

2. "The fuel price had been raised. So, it was obvious that the shipping price would rise as well."

Did i used the right words by using "had been rised" and "would rise as well" ?

3. "He wasn't aware that there was already too much pressure on him."

Is the using the word "already" Ok in sentence number 3?

It is not incorrect. However, I recommend you use the term "public utility" (plural: public utilities). In the United States this is the common term to refer to the department of government

1. It seems to me that the term "energy-producing departments" (note hyphen) is unlikely to be correct. What kind of "departments" are you talking about exactly? Also, we don't normally talk of "producing" water, since water is naturally available. In any case, "producing" water doesn't seem to have anything to do with energy production.
