Terms and conditions.

Why do we usually tell 'terms and conditions' together? Why not 'conditions' alone or 'terms' alone. Since 'terms' and 'conditions' both mean almost the same, don't you think they must be used seperately?I also have a same doubt with 'rules and regulations'.

The word 'set' signifies that they must be used together.
