My problem is that in this poem "the owl" the poet used past tense through out the poem. So can I use present tense for the description and the substance I have written.

The present tense can also be used. I don't have much of a preference, though it may be a slight preference for the present tense.

Tense is a tricky thing in fiction. The past tense you see in the poem itself is standard first-person point of view storytelling. It has no bearing on the tense you use in reporting on the poem.
