Tenses for commenting on a Bible verse or verses

Hi. Let us assume that we are looking at a Bible verse (or verses) and we need write or speak about the verse (or verses), and this is what is written. Do you find different tenses are used are correct? I feel the underlined part could be in the past tense as to reflect what is in the verse or verses or it could be in the present tense to reflect the fact that you are stating what is still current and effective (not sure, though).

They had lived under deprivation in the land. But here He spoke words of comfort and peace. He promises peace to all who return to His ways. If you need help from Lord, Call on His name for help and, I am sure, He will deliever the help.

Let us put some numbers in front of sentences:

1) They had lived under deprivation in the land. 2) But here He spoke words of comfort and peace. 3) He promises peace to all who return to His ways. 4) If you need help from Lord, Call on His name for help and, I am sure, He will deliever the help.

I think nos. 1 and 2 could be the sentences written in reference to the verse (or verses) and no. 4 is the sentence written in the "now" context, but what could be no. 3, a sentence written in the context of the past or present?
