Tenses aren't in accord what does this mean

Does this mean anything to you grammar experts?

The tenses aren't in accord. When using the past tense, stick with the past tense. Don't mix tenses.

Your meaning comes across, but in practice, even careful speakers and writers do not really abide by this statement

at all times.

For example:

She thought Ann was a talented author. vs. She thought Ann is a talented author.

Both versions can mean the same thing. The second one is commonly heard, and I would not consider
