Tenses about "ban" & "obey"

This latest insult to women follows the introduction of a rule ____Q1____ the wearing of white socks by women because they might be attractive to men.

B.banning
C.for banning
D.to have banned

Ans:B , I don't know why the answer is B and I don't know how to analyze this sentance

Kite-flying,once a popular pastime in much of Afghanistan, has also been forbidden because the excitement might disturb men ___Q2____ the decree of the Taleban, the country's religious leaders,that people are to pray five times a day.

B.obeying
C.to obey
D.have obeyed

I chose C but the answer is B... Someone disturbs others to do sth. Does it make sense? But why the answer here is obey+ing (gerund)?
