Which is the possible answer, was delayed or has been delayed? Thanks!
The decision ____ for a year because of the local residents' complaints that the newly-built factory would disturb the quietness of the place.

The answer is "has been". If the decision to build the factory has been delayed, "newly built " is contradictory. It will make more sense if it is a "proposal to build a new factory". And "quietness" seems to be the wrong choice of word here. Just my thoughts...
