Hi, would it be correct to say the following (in terms of tenses usage):

it is much more important than it could be if all the gaps would be filled by...
(I think it should read "It is much more important than it could have been if all the gaps were filled by...")

It is not so big as it might have been if all the things had been fixed...
(I think it should read "It is not so big as it might have been if all the things were fixed")

Am I right? Thanks!
