The hourly rate for parking at the airport currently ---- at $15.
A) is standing
B) stands
C) has been standing
D) was standing
E) had been standing

The answer could be B. I think stand is a "state verb" here. Am I right?
Do you think A is also possible? Could you explain why/why not?

stand is a "non-progressive" verb in this usage. That is, it cannot be used in an -ing form.
(But if it is used with the literal meaning of a person being on his feet, you can use -ing: I've been standing here waiting for you for three hours.)
