Tensed about tense

Can we use both helping verb and verb in past tense in a sentence??

such as

He didn't came.

If it is wrong suggest me the correct one.

No. Only the first verb marks the tense as 'past'.

didn't is the past of doesn't so you have already marked the verb phrase as past. You can't mark it as past again by using came instead of come.
