Tense with since

Is this sentence correct?

"Since the attacks of september 2001, people think twice about flying to America."

It sounds right to me. but we are taught that you must use a perfect tense in such sentences; ' people have been..." Is this always true, in NAtive Speaker usage?

Since the attacks of September 2001, people have always been on the alert about flying to America I think your sentence is fine too. But you can't say people have thought twice..... because if we say that it means since that September 2001 people started thinking until now.
