Tense when citing others' work

Hi,
I'm working on a thesis in Computer Science. I am wondering whether I should use present or past tense when I refer to previous work. I checked some articles where both were used.

Why not consult a guide on writing a thesis:
mine is Eleanor Harman's The Thesis and
the Book (1976).
