Tense usage

Please help me.

1. Is this correct? Normally a present tense form of any kind seems to be used with a subordinate clause like this "He has been or had been shopping for two hours when he was approached by someone wearing a cat mask." No such clause need to be followed?

Joe was shopping at a Hyundai department store that is known for having in its stock the latest and trendiest clothes you can possibly find in Korea. He had been shopping for two hours. He suddenly spotted a person wearing a cat mask approaching him.

2. Is the past perfect here optional and a past tense could have been used?

Joe was shopping at a departemnt store. He had shopped (shopped??) here before.
