tense sequence

Brazilian scientists ---- (crack) the genetic code of a parasite that ---- (menace) California's vineyards. The team says it is the first time the US has asked a developing country to sequence the genome of an organism.

1- Could you please fill in blanks with the most suitable forms of the verbs given in brackets?

2- Can you explain why "cracked / has menaced" is not possible? Does "cracked" mention something which was done before "has menaced"? if so, can we generalize that present perfect can't be before simple past in the timeline (just for a confirmation. I know before past is past perfect.) or at least can present perfect be in the same point as simple past in the time line, though present perfect cannotbe located exactly?
