Tense question, please help!

HI, I'm writing a paper and I'm writing in present tense because I think that's what most papers are written in., However, I was wondering if I'm writing in present tense, are actions that have already occured written in present tense as well?
Examples:

1. He is attracted to Lanka, a city created by an ethereal architect named Vishwakarma. The city is originally built for Kubera.
(Is it, "is originally built" or "was originally built)
2. The kingdom that he had built for her is now in ruins.
(is it the "the kingdom that he had built" or "the kingdom he builts"
