Tense Problem

Dear Teachers

Please, conjugate these verbs in correct tense forms

E.g. She (to return) home from the University at 5 o'clock and by 6 o'clock she (to make supper) for the whole family.

All the following forms can be the right choise:

1. returns, 'll return, is returning, returned

2. makes, 'll make, is making, made

But I'mnot sure about the past forms since "by" is used.

aha, and I knew we can also put the future perfect tense form after the preposition "by".

I mean, e.g. "by 6 o'clock she will have made dinner..."
