tense of to infinitive

Hello,

Perfect tense in English is something that always confuse me. I have got some questions about it. Would you take a look at the follwoing sentences.

1.They have been assigned to work on a big project.
2.The boss has assigned them to work on a big project.

I believe the assignment is done already in both sentences above. What confuses me is whether they started the project or not. And if they did, is their working on the project continuous or done?
