Tense marker: by [date]

Do we use present perfect or past perfect in this case?

By 1990, the actor has acted/acted in 200 movies.

My gut says present perfect is the right pick.

If I am right, what is the difference between:

Since 1990, the actor has acted in 200 movies.
Since 1990, the actor has acted in 200 movies.
