Tense in monthly report

I'm writing a montly report regarding an overview of the customer service in Jul. 2017. What tense should I use in this report? Should I use past simple?

Besides, if I use past simple, for the sentence below, what tense should I use? Past simple or past perfect?

"By the end of Jul. 2017, there (had been)/(were) 26 MOM issues unsolved. By the end of Aug. 2017, there (had been)/(were) 27 unsolved MOM issues remained, as 3 MOM issues (had been)/(were) closed and four (04) issues (had been)/(were) newly reported."


This question really confuses me a lot. Your early reply is highly appreciated.
