Tense consistency

Hi,

1) "The traffic suddenly came to a halt and I had no idea what was happening. I remembered that there had been some roadworks going on, but they had been completed last week." (I got stuck in traffic in the morning and now I'm telling my friends about it. As for the roadworks, they had been completed before I got caught up in traffic.

I'm not sure about the use of tenses in this example.

2) Can I only use 'give a performance' when I actually perform in front of someone or can it be used in an academic environment (for instance in class)?
