1)“I noticed that he still hasn’t mowned the lawn even though he promised to do that/had promised to do that.”
Are both options possible? I’d probably use the first one in casual conversation, but then it occured to me that the noticing part happened after he promised something.
2)Would you use ‘stir someone into’ instead of encourage?
For instance:”His friend stirred him into going snorkeling.” I’d probably not use it but I wonder if I could.

If it is evident, then you don't need past perfect.
