Tense check

Hi.
Suppose we have an article about a politician who has been found guilty of bribery of one of the investigators.

So,the headline would be:
The politician John Smith has been found guilty of trying to bribe an investigator who has discovered that he has been cheating on his wife.

First question : is the headline correct, especially the tenses in it?

Then,if I wanted to proceed to tell the audience more information about the case,I would use the simple past,right?

For example: The politician offered to pay the investigator a total amount of 200,000 $ if he concealed the truth.
