Tense agreement (past)

Good evening everyone,

Would you please tell me which tenses are correct and acceptable in the following sentences?

Two New Yorkers have accomplished a challenge that most people would have considered / considered impossible - convince a Yellow Cab driver to take them from New York to Los Angeles.
The trip started as a crazy idea that New Jersey resident John Belitsky came / had come up with at his pal's birthday party.

Thank you for your help
