Tense agreement in 2016 or

Let's say¦ present time means 2017¦ past times means 2016¦ further past time means 2015? I wish (that) he were my friend (I wish in 2017 & He IS not my friend in 2017) ? I wish (that) he had been my friend (I wish in 2017 & He WAS not my friend in 2016 or 2015 & he might be one in 2017) ? I wished (that) he were my friend (I wished in 2016 & DON'T know) ? I wished (that) he had been my friend (I wished in 2016 & He WAS NOT my friend in 2015) What should go into the DON'T know space? Should I put he WAS NOT my friend in "2016" Could you please help me clarify it? Thank you in advance for your help
