Tense agreement

By the time of his [Kublai Khan] death in 1294, the Yuan dynasty he founded had expanded China’s borders to the fringes of Siberia and the jungles of Indochina.

An adjective clause containing “the past tense”[he founded] is not consistent with the tense of the main verb [had expanded]. According to historical facts, “he founded” surely precedes “the Yuan dynasty had expanded •••”. Why is the tense of the example clause reversed?
