Tense after the conjunction of "that" ?

Please see the following sentence.

Management was informed that the shipment from branch office in Paris would arrive the following Thursday.

(Q1) I know due to the phrase of "the following Thursday, I have to use "Future tense" there. However, in this sentence, Can't I use "will arrive" instead of "would arrive" ? Is it also okay ?

(Q2) Are the following sentences okay in grammar ?
a) I said that he has gone to school.
b) I say that he had gone to school
b) I will say that he will go to school.
