Tense

1.Anti-government protests in Daraa are said to have triggered the beginning of the Syrian uprising in 2011.

2.Anti-government protests in Daraa were said to have triggered the beginning of the Syrian uprising in 2011.

Which one/es is/are right ? I am sure about the first one but not sure abiut the latter.So far I know "to have + past participle " indicates past activity but in that case should we use " was/were/ psst form " as well?
