Tense

1.Roughly the same proportion of firms also said they never use derivatives to hedge their balance sheets, their foreign dividends, or their economic or competitive exposures.

Is the above sentence right whereas to me 1st clause is past( said) and 2nd clause is present ( never use)?.Because so far I know is should be " has said'.Am I right?
