Tense

1.Although a number od voters have cast their ballots , the supervisor temporarily ended the election.

I found the above line correct.But to me it would be correct if It was-

2. Although a number of voters had cast their ballots, the supervisor temporarily ended the election.

Or , 3. Although a number of voters have cast their ballots , the supervisor temporarily ends the election.
