Tense

1.Customs intelligence today said it will sue controversial business tycoon Mr x on charge of money laundering.

2.Customs intelligence today have said it will sue controversial business tycoon Mr x on charge of money laundering.

Which one is right? I have found first one in a newspaper. But so far I know present perfect tense is used with future indefinite, not pasy indefinite.
