Tense

Living in a city like Tehran requires quickness. There is so much pressure and noise at every corner. You catch sight of a taxi but by the time you reach it someone else ___ it.

1- has taken
2- is taking
3- will take

To me, only #1 and 2 are correct. As the speaker approaches the taxi, if someone else is just opening the taxi door, the speaker should say 'is taking'. But if the speaker sees the door closing with that other person already inside, the speaker should say 'has taken'.
As a matter of fact, I understand the sentence to say that the taxi has already been taken by the time you get there. So, I prefer #1. However, as I said, "is taking" would mean that just as you get there, someone is in the process of taking it. That's why I also vote for #2.

Tell me about #3. I don't think it's a proper tense here.

That's possible, though I'd use 'has taken'. Even if that person is not yet in the taxi, they have 'taken' it in the sense that it is now theirs to use.
