Hi
Please help me with this:
This piece from BBC news:

In its16 June report, WHO said that 345 people are reported to have died from yellow fever in the last seven months.

I am wondering shouldn't it be were here as it is past?

It's similar to 'It says in the Bible that ...'. The report is valid at present (even though it was produced in the past).
