Tense

Hello,

"I have always said I would leave office at a tme of my own choosing, and only when I had finished what I was elected to do."

I am not certain of the choices of tense in this sentense. Would 'will' and 'have,' instead of 'would' and 'had,' be wrong or change the meaning of the sentence?
