Tense

dear friends i have question read this sentences and then tell me to what tense is this : (The regional conference in Istanbul on 2 November was suspended to bring Afghanistan’s ) as i know this is the past continuse tense but why here is use after was 3rd form of verb? so pls every one if know help me i am waiting for your nice answer

Really? The past perfect always contains the word "had". Where do you see the word "had" in this sentence?
