If peter has sopped living with his uncle recently, you should say: Peter has lived with his uncle since the age of 2. Because we have to use past perfect with a situation or activity that started in the past and has just/recently been finished and the important think is the finishing, not the result of the activity.

With "since" the perfect forms always sound better, so I would not use 1.
Either 2 or 3 is possible. It doesn't matter very much which you choose.
