Tense

In the following sentence (from a test paper), I feel C is correct, but the answer is B. What do you think?
During the period of recent terriost activities, people _______not to touch any an attended bag.
A. had always been warned
B. were always being warned

  • But the warnings were issued after the initial attacks so "had been warned " would have been my answer.

I personally don't think this is a well formed sentence with respect to the answer choices. The issue for me is this:

There's no reason for the past perfect, so A won't work. As for the other two, I see no objection to using either one.
