Tense

Could you tell me whether the following sentences sound fine?
Thank you.

According to the announcement of the National Statistical Office last week, the average earnings of female workers

A. do not / did not come up to the half of male workers last year.

B. are / were less that the half of male workers last year.

As far as I know, I can use the present tense if the result is continued up to now or still not changed though it happen in the past. For example,

Clerk A: Did that customer pay for this clothes?
Clerk B: He says he did.

We can use 'says' instead of 'said' because we know 'he' still adheres to his position and will say again that he paid if someone ask hi

If you are talking about a report on last year's earnings, this year's earnings are irrelevant.
