Tense

Hi.
Here is an article found in a newspaper:

The North’s elite organizations, ranging from the legislature and cabinet to the military, sent a letter to Kim on Tuesday, pledging their unwavering loyalty to “Dear Leader” Kim.
......
It is not the first time that the most powerful organs in the North have issued such a letter, but the timing was unusual. The letter expressing their devotion is normally sent to Kim on his birthday, Feb. 16. Observers in the South said the rare timing this time was to comfort Kim while he was on his sickbed.


I think the verb "was" is suitable instead of "is".
Could anyone advise me about this?
