tender

Hi

Can I say the work related to organizing tender for contracts to build the main parts of the equipment is underway.

Or should I say:
Tendering to build the main parts of the equipment is underway/continued

The second version seems awkward. Also, I hear "tender" as a countable noun. Is there a separate tender for each of the main parts, or are they grouped into one tender?

Anyway, I'd use an article: "a tender" or "the tender."

If there are multiple tenders, then I'd use "the tenders." (I'm not experienced in this particular process.)
