Tend to

Hi.
In
Though westerners tend to see religion as mainly a matter of belief while those in the
Far East tend to highlight practice, religion is in fact multifaceted, involving belief,
ritual, everyday practice, morality and much else.
'tend to' means 'prefer to', 'many times', or something else?
