What's the difference between
"Nurses tend to the injured"
"Nurses tend the injured"

The reason I'm asking this question on these forums is because Cambridge dictionary lists this usage:
"tend to sb/sth phrasal verb"

Therefore, "nurses tended to the wounded" is also correct according to Cambridge, which is very confusing.

Do both usages mean the same?

Most of the dictionaries I referred say "tended to the injured, sick, etc.". Looks like Cambridge Dictionary gives both versions: tended to or tended.

As most dictionaries use 'tend', I would use the said word.
