Tell the meaning formation of [off limits]

Hi,

In [The town is off limits to miltary personnel.], I want to know how where military personel are not allowed to go is made?

I try give myself a reason for that, the town is off limits which is bounded to / by the allowance field of military personel.

Could any one right me?

Thanks a lot John.

But I want to know the way in which the meaning is formed.

And the original:[The town is off limits to miltary personnel]

give a feeling the town is put into a staetd state in which out of the bound there is the town.

So, the bound is marked to / by the field of miltary, and the town is out of the bound.

It is not in
